The Council of Employees

The Council of Employees is an elected permanent independent representative body of the employees of . JSC NPEC Oil Refinery. The Council was formed on the initiative of the employees of the oil refinery in 2015. The Council operates free of charge.

The main purpose of the Council establishment is organization and actualization of social partnership in the sphere of labor in . JSC NPEC Oil Refinery.

In accordance with the main purpose, the Council main tasks have been determined:

.     participation in settlement of labor disputes both with the employer and inside the collective;

.     inspection of the state and organization of the safety of labor, life, and health of the enterprise employees;

.     monitoring of the officers’ compliance with industrial safety requirements;

.     interaction with the employer on issues of labor remuneration, material and non-material stimulation;

.     support labor and executive discipline of strengthening;

.     conducting collective negotiations on behalf of the enterprise employees;

.     elaboration of organizational, economic and social measures for stimulating the employee’s creative initiative aimed ay development and implementation of scientific and technical and social and economic innovations in the enterprise activities;

.     organization and holding mass cultural and sports events;

.     study of employees’ needs and interests;

.     measures aimed at formation of a constructive atmosphere of interaction and collaboration inside the labor collective and its separate structural divisions.



To fulfill the se t tasks, the Council is given the following authorities:

.     representation, in relations with the employer, of the employees’ interests in matters of organization, protection, remuneration, material and non-material stimulation of labor, protection of employee’s legal interests in labor disputes;

.     making suggestions and participation in mutual consultations with the employer on issues of elaboration of local normative acts, plans for the enterprise social and economic development;

.     participation in the work of the commissions for labor safety, sanitary norms observation, workplace assessment;

.     participation and acting as an intermediary in the enterprise relations with public organizations representing employees’ interests for the purpose of constructive interaction and creation of a normal moral and psychological climate in the work collective;

.     participation in discussion of matters of material and technical support and provision of equipment for technological process and work premises;

.     implementation of measures for employees’ creative initiative stimulation;

.     control over granting benefits and compensations pursuant to the applicable law and the Collective Agreement.

Currently, the Council consists of 21 members and five commissions: labour safety and social-administration commission, labour dispute resolution commission, sporting events commission, commission for Youth and cultural events commission. The above commissions consider the issues related to the labour and leisure of the company employees.

For the third time in a row Aleksandr Gunbin (Deputy Chief engineer for raw and transport operations) was unanimously elected as a Chairman of the Council.

Currently, there are about 2,000 employees at the company. This makes the development and improvement of the social and personnel policy one of the company priorities.

In 2016, JSC NPEC Oil Refinery took the 1st place in the "Participation in solving social problems and corporate charity development" category at the regional stage of the All-Russian contest "Russian organization of high social efficiency". The contest results once again show that JSC NPEC Oil Refinery ranks high in Tyumen region labor market.

The number of the company employees is continuously increasing due to the oil refinery development and introduction of new process facilities. The policy pursued by the company management is focused on the social protection of employees and creation of favourable work environment. Social and HR policy improvement is one of the focal areas of the refinery's activity. The above task is solved in active cooperation of the company management and the Council of Employees, whose first priority is building and implementation of a social labour partnership at the refinery.

Council of Employees is a representative body of workers, promoting interests of all the Company's employees and endowed according to the procedure established by Russian laws (by the Conference of the Company employees) with the authority for collective bargaining, development of a single Collective Bargain Draft Agreement, entering into or making amendments to the Collective Bargain Agreement, control of its execution. The CE was established at JSC NPEC Oil Refinery in 2007 and since then has not only been helping to build a two-way, a consistent communication between the plant management and employees, but also aims at addressing a number of serious issues (control over condition and organization of occupational health and safety; interaction with the employer on the wage issues, tangible and intangible incentives, etc.).

The Collective Bargain Agreement provides for various compensations and social benefits: extra days off (on child birth, marriage, to women having two or more children under the age of 7, etc.), material support (birth of a child, marriage, single parents and multi-child families, employees who are on leave for child care, in case of natural disasters, upon retirement, death of close relatives, etc.). The company supports its employees through compensation of their expenditures for sanatorium-resort care and children's recreation.

Much attention is paid to ensure that employees complete a healthy diet. There are two canteens in the territory of the refinery, where employees are provided with delicious and varied hot meals at prices much lower than the market prices due to subsidies of food fr om the administration.

JSC NPEC Oil Refinery, as a large and technology-intensive production, requires a special approach to the medical support of the personnel. The required medical specialists' advice and treatment are available for the company personnel at the Niginsky consultation and diagnostic centre and "Neftyanik" medical unit.

The refinery also has its own medical service with mandatory and periodic medical examinations by specialists,seasonal vaccination against influenza virus and tick-borne encephalitis, in-process control with laboratory and instrumental studies at the workplace of employees, prevention of contagious and non-contagious diseases and diseases associated with harmful and dangerous working conditions, staff training in first aid in emergencies, with skills training on mannequins. The medical staff inspects the sanitary state of the canteen, assesses the quality of food and sanitary state of water supply.

In 2017, after obtaining a license for medical activities, there will be new areas in the organization of work to improve the health of staff: physiotherapy, dental and other rooms equipped with modern facilities. The plans include engaging single-discipline medical specialists for dispensary observation of groups made up on the results of physical examinations.

For emergency medical response, a non-stop medical service operation will be introduced from early 2017.

Since JSC NPEC Oil Refinery is located in the industrial area of the city, distantly from Tyumen main transportation junctions, the company organizes return transfer of the employees by comfortable buses. In 2016, the transport workshop has optimized routes for transportation of employees to the place of work and back; in order to ensure enough passenger seats and cover more areas of the city, new external routes (Zarechnyi - AOR, Preobrazhensky - AOR), as well as routes between the refinery facilities (warehouse 9 km, ARDCU, RVU, Capital Construction Directorate (UKS), LPG, Water Treatment and Conditioning Site (OSiV)) were introduced. In 2017, due to the increasing number of JSC NPEC Oil Refinery workers, two new routes are scheduled for introduction.

The extensive service housing programme is the company social priority. As part of this program, a multifamily 20-storey residential building with 152 flats was put into service in Tura micro district of Tyumen. In October, more than 100 young professionals - JSC NPEC Oil Refinery employees - were given their keys to new apartments. The construction was fully funded by JSC NPEC Oil Refinery at all stages. Erection of the main structural parts of the building, masonry, roofing, MEP facilities, interior finishing were provided by professionals of TEHINZHSTROY Construction Company. TEHINZHSTROY has performed landscaping and gardening in the area adjacent to the house territory. Parking lot is at a walking distance from the building. In addition, JSC NPEC Oil Refinery management has rendered assistance to the Master Developer in completion of water supply networks construction. In the nearest future a kindergarten and a school construction will start by the house, stipulated for by the urban development plan of Tyumen, with a convenient and spacious parking area.

In addition, in the area of 6.5 hectares in the center of Malkovo village (14 km from Tyumen along the Old Tobolsk road) 52 sites on the average of 10 acres each were leased for JSC NPEC Oil Refinery employees. Any JSC NPEC Oil Refinery employee could apply for construction on one of the sites. The enterprise, despite country's the tough economic conditions, has taken a number of commitments, including surveying, construction quality control and other costs, which were borne by the refinery. . JSC NPEC Oil Refinery has signed land sublease agreements with employees.

JSC NPEC Oil Refinery does not only care about its employees, but also about their family members. Together with the Commission on cultural events of CE, the refinery regularly holds themed events aimed at team building and involvement of the refinery employees and their families into the social life of the refinery. The events are timed to the calendar holidays: 23 February, 8 March, 1 June, etc.

A mandatory tradition, unfailingly kept by JSC NPEC Oil Refinery, is celebration of the Victory Day. 2016 the refinery employees did not only take part in the parade devoted to the great date, but also opened the procession of the organizations of the Leninsky District of Tyumen.

The refinery also renders targeted aid to the veterans of the Leninsky district of Tyumen: on May holidays, the refinery delegation visits WWII participants with valuable gifts.

This year, the refinery employees decided to follow the example of the refinery: the Council of Employees organized fund raising to buy food baskets for veterans. Many refinery employees wanted to take part in the campaign.

As part of May 9th celebration activities, a number of events were also organized for children. Over 100 children (2 times more participants than in 2015), whose parents work at JSC NPEC Oil Refinery were taken for an excursion named "From Tyumen citizens to the front." In addition, an excursion to the Patriotic War Places of Honour was organized for the pupils of Borkovsky Orphanage to whom New Stream Group has been rendering aid for several years.

2016 was the year of a number of new initiatives. For the first time the refinery organized a Talent Show for children of employees and the What? Wh ere? When? intellectual game for different units of the refinery. An extensive program of events is scheduled for 2017, including tournaments in bowling and paintball, Fort Boyard, Zarnitsa, and others.

HR Policy

The company is focused on development of a step-by-step personnel motivation system as part of which the following local regulations have been developed and are applied: Collective Bargain Agreement, Regulations on incentives for the company employees as agreed upon with the company Board of Directors, Regulations on the «Best Professional» review contest, Regulations on mentoring and «The Best Mentor» contest, Regulations on labour saving activities, and others.

The main instrument defining the payment and labor motivation system at JSC NPEC Oil Refinery is the Collective Bargain Agreement which provides for workers not only incentive and compensation payments, social benefits, including financial aid, but additional leaves, rest days, excess of those stipulated by the labor legislation.

The Collective Bargain Agreement establishes the procedure for annual indexation of salaries depending on the index of consumer prices for goods and services in Tyumen region (without autonomous districts).

The Board of Honour is an important component of the company's motivation system. Entering the Board of Honour means that the company management and its staff recognize the results of efficient performance of the employee and his/her contribution to the stable operation and success of JSC NPEC Oil Refinery. The company is proud of its employees whose portraits have been put on the Board of Honour for several consecutive years. Every year, the company management jointly with the Council of Employees chooses 20 best workers to entered the Board of Honour.

For the first time in 2016, a contest of professional skills for the title of the «Best in Profession» was held at the Refinery, which is one of an incentive system development, a means of enhancing the prestige of working professions, improving labor quality, labor discipline and the results of the enterprise as a whole. In total, more than 60 workers of 6 profession participated in the contest: process plants operators and enginemen, commercial oil operators, instrument operators, process plants repairmen.

In addition, in order to improve the employees' motivation, efforts are focused on awarding the refinery workers at different levels. Every year, best workers of the refinery are nominated by the administration to state and departmental awards for their contribution to development of the industry, high production figures, and labor merits.

In 2016, to the Day of Oil and Gas Industry Workers, in connection with commissioning of the atmospheric residue deep conversion unit, to the City Day, to the anniversary of the refinery, 50 employees were awarded, 17 of which received awards from the Tyumen and Tyumen region administration, the Ministry of Energy, 27 employees were awarded in agreement with the refinery Board of Directors, 6 employees were awarded the title of «Honorary mentor».

Based on the production needs, JSC NPEC Oil Refinery organizes training of various categories of staff: workers, professionals, managers, involving, engaging to this end both highly qualified in-house specialists and external trainers. In 2016, more than 260 people received external training. The key learning service providers include the following institutions:

- Federal State Budget Educational Institution Ural State University of Railway Transport (USURT);

- Federal State Budget Educational Institution of Higher Education «Industrial University of Tyumen» (IUT);

- Private vocational education institution Microtest Training Center;

- Non-State Private Vocational Education Institution Gelios Training Center of Tyumen Oil and Gas Research Institute;

- Federal State Autonomous Vocational Education Institution St. Petersburg Advanced Training Power Engineering Institute;

- Federal State Autonomous Educational Institution on Further Vocational Training, «Academy for Standardization, Metrology and Certification (Educational)»;

- Private Vocational Education Institution North-West Center for Complex Information Protection.

For more than two years, a classroom is successfully working at the refinery. It is intended for in-house training in 11 approved trade training programs: chemical water treatment plant operator, chemical analysis lab assistant, compressor operator, process pump operator, commercial oil operator, water treatment plant operator, process plant operator, pipeline worker, process plants repairman, boiler operator, slinger. In 2016, training was provided in three training programs: boiler operator, chemical analysis lab assistant, slinger.

Besides, in 2016, the «Road safety» additional vocational education program was launched, in which 70 employees of the transport department were trained.

In 2016, vocational in-house training has been provided to more than 100 JSC NPEC Oil Refinery employees, in 2017 this number is planned to be doubled.

In 2016, corporate in-house training has been provided to more than 500 people in: «Welcome onboarding briefing», «Efficient Mentor», «Operating Personnel Management Techniques». The average employee training satisfaction index exceeded 99%.

The key objective of the «Operating Management Techniques» program is to teach heads of departments modern efficient operating personnel management technologies and they to implement those technologies into every-day management practice. Training on «Effective Management Technology» in 2015 was held for the personnel reserve, since 2016 - to all department heads.

Due to the growing JSC NPEC Oil Refinery production capacity and, as a result, the massive recruitment, particularly relevant is a consistent onboarding system in place. The main purpose of the first stage of adaptation is to help a newcomer to quickly familiarize him or herself with the oil refinery. For this purpose, all newcomers receive a «Handbook for a New JSC NPEC Oil Refinery Employee» on the first day of their employment and attend an introductory meeting «Welcome to JSC NPEC Oil Refinery» during the period of probation. The newcomers are familiarized with the management team of the company, with the job training opportunities, career development, incentive programs and compensation plan, as well as with sports, cultural and leisure-time activities at the refinery.

The next step of adaptation is implementation of a professional mentoring system. A pool of mentors consisting of nearly 400 experienced and highly skilled employees has been approved at the refinery. In 2016, mentors were assigned to more than 130 of trainees. A new employee is trained on job site depending on the production tasks.

Another sphere of the company personnel policy is the in-house staff training. In 2013, the JSC NPEC Refinery Personnel Reserve program was launched. Candidates out of the refinery employees were evaluated and the personnel reserve was approved. The personnel reserve consists of employees with positive professional performance, high rating of their knowledge, experience, and managerial capacities.

Since 2014, the company employees have been responding to a job satisfaction survey concerning their employment at JSC NPEC Oil Refinery. The survey is aiming at obtaining operational management information, its further use in making the existing personnel management system improvement decisions. In the questionnaire, the employees assess such parameters as awareness, communication in the unit, the interaction with the immediate supervisor, payroll, incentive programs, training and development, working conditions, and social life of the enterprise. In 2015, the survey was attended by over 900 employees, in 2016 - more than 1,200 employees.

The survey results revealed that the staff satisfaction index by all parameters assessed is in a good area and is 80%, which is 5% higher than in 2015 (75%) and 27% higher than in 2014 (53%). The respondents' feedback showed a high degree of employee loyalty: the satisfaction index was 92%: the employees enjoy working at the refinery (the index of satisfaction is 95%), and they are willing to recommend . JSC NPEC Oil Refinery as an employer to family and friends (92%).

The interview results help to analyze the refinery workers' attitude dynamics and improve the personnel policy and working environment.

Charity



Since established, JSC NPEC Oil Refinery has placed high emphasis on the charity. The effective charity work is proved by the top position in the nomination “For the Participation in the Social Work and Development of the Corporate Charity” taken by JSC NPEC Oil Refinery in All-Russia Contest “The Russian Company of High Social Efficiency” following the results of 2015.

The company charity programs are actively supported by Regional Non-Profit Organization New Stream, the purpose of which is to support and promote the children's and junior sport as well as social and benevolent projects in the regions of presence of New Stream Group, Regional Non-Profit Organization New Stream of which Regional Non-Profit Organization New Stream and JSC NPEC Oil Refinery are members.

The charity policy is based on the principles of targeted support, efficiency and regularity.

The main priorities of the charity policy are:

- supporting and developing sports;

- supporting and sponsoring children;

- promoting educational and creativity programs;

- supporting and sponsoring people with physical disabilities;

- supporting and sponsoring member of the armed forces and their families;

- caring of the Veterans of the Great Patriotic War.

. JSC NPEC Oil Refinery and Regional Non-Profit Organization New Stream effectively cooperate in the sponsoring and development of the sports. Jointly with the Federation of the Mixed Martial Arts of Orenburzhye, the companies sponsor, on a permanent basis, Chebenki Children's Home (Orenburg region), a public institution for children without parents. For example, a car was purchased for the Children’s Home. The company representatives regularly visit the Children’s Home and give presents to the birthday boys and girls.

The interregional biathlon event “Ugra Cup” for boys and girls born in 1997-1998 and 1999 – 2000 were held in April 2016. The event was sponsored by . JSC NPEC Oil Refinery and Regional Non-Profit Organization New Stream.

The support of the sport includes sponsoring Russian sports associations of athletes with physical disabilities. In spring 2015, . JSC NPEC Oil Refinery and Regional Non-Profit Organization New Stream sponsored the participation of the children born 1993-2004 in the Russian Swimming Championship for athletes with physical disabilities (problems with the locomotor system) where they took 4 top places in the personal competitions and 27 top places in the team competitions. The team continued with successful participation in the II Russian Summer Olympics for athletes with physical disabilities where the athletes won 2 silver and 6 bronze medals.

In 2015, the companies sponsored the Tyumen Regional Center of Physical Culture and Sport for Athletes with Physical Disabilities, a public organization of Tyumen region. In particular, adaptation equipment was purchased. Besides, thanks to the sponsoring, three athletes from the Center took part in the Triathlon Events - 2015 among the athletes with physical disabilities which were held in Bronnitsy.

The fifteenth forum of tourists with physical disabilities “Robinsonada – 2015” is another event sponsored by . JSC NPEC Oil Refinery and Regional Non-Profit Organization New Stream.

Support of children is the second priority in the company charity activity.

JSC NPEC Oil Refinery has sponsored “Borki Children’s House”, a municipal government institution for orphan children (Tyumen region), for several years. JSC NPEC Oil Refinery is a member of board of guardians of Borki Children’s House with 33 children being in foster care. The company management is actively involved in the sponsorship activities. For example, a car was purchased for the Borki Children’s House in 2015. Construction works to improve the living facilities are scheduled for 2016.

JSC NPEC Oil Refinery sponsors the Social and Rehabilitation Center for Young People “Nadezhda” in Sergachsky district (Nizhny Novgorod region).

In 2015, JSC NPEC Oil Refinery channeled significant funds to Rusfund, the Russian Aid Foundation, to support seriously ill children. During the year, 11 children from different regions of our country received a chance of healthy childhood.

From year to year, JSC NPEC Oil Refinery has supported the events sponsored by its long-standing partner, Sberbank of Russia. Such events included “The Day of Beneficence” which took place in 2015. As part of this event, JSC NPEC Oil Refinery sponsored the purchase of therapeutic Montessori modules. The large educational project “New Technologies” aimed to the introduction of the 3D-technologies to the schools of Tyumen Region is another prime example of collaboration between JSC NPEC Oil Refinery and Sberbank of Russia. In 2015, JSC NPEC Oil Refinery purchased a 3D-printer for the Physics and Mathematics School, a State Educational Institution of Secondary-Level Education.

The care of the next generations includes promotion of the educational and creative programs aimed to formation of environmental friendliness in children. In summer 2015, JSC NPEC Oil Refinery sponsored a social ecology project “Green Patrol” organized by the Regional Center “Family” for children 8 to 15 years old, including those from fostering and large families of Tyumen.

In September, the company sponsored the VIII Forum of School forest ranger stations of Tyumen region organized by the Department of Forestry of Tyumen region in the Children’s Recreational Camp “Snezhinka”.

In 2015, as part of the joint project of landscaping of the Cossack Meadows Square with the administration of the Tyumen Leninsky Administrative District, significant funds were channeled to the construction of a new children’s playground, street horizontal bar facility and a special playground for children with physical disabilities.

JSC NPEC Oil Refinery continued this work in 2016. The company is a general sponsor of the festive events on occasion of the 430th anniversary of Tyumen. 750 thousand rubles were 750 allocated to the festive events.

Another area of the charitable activity of our companies is support of people with physical disabilities.

The final event of the Eight International Creative Festive Contest for Children with Physical Disabilities “A step to Meet!” was held in Saint-Petersburg in July 2015. The purpose of the event was to bridge the gap between people and remove the stereotypes in respect of those who are called “handicapped persons”, “persons with physical disabilities” and “mentally challenged people”. Being sponsored by . JSC NPEC Oil Refinery, the students of Tyumen special (correction) general education school No. 77 for children with a hearing impairment No. 77 took place in the event.

. JSC NPEC Oil Refinery and Regional Non-Profit Organization New Stream lend help to the seriously ill adults. Nowadays, when a person achieves the adult age, specialized children’s funds stop to support him or her. . JSC NPEC Oil Refinery and Regional Non-Profit Organization New Stream turned attention to this problem. The companies sponsored the design and manufacture of a unique facility for care of seriously ill patients “Samarityanks”.

JSC NPEC Oil Refinery and Regional Non-Profit Organization New Stream actively support the members of the armed forces who got hurt in the armed hostilities, the members of the Russian security and intelligence agencies who got hurt in the rescue operations. In particular, . JSC NPEC Oil Refinery and Regional Non-Profit Organization New Stream support Ivanov E.A., a participant of the combat operations in the Chechnia and annually pay for his sanatorium-and-resort treatment at the Rehabilitation Center “Taraskul”. Thanks to the effective recreational program, Evgeny Ivanov realizes his dream – he is a Paralympic athlete in is a ball sport “bocce”.

Besides, . JSC NPEC Oil Refinery and Regional Non-Profit Organization New Stream care of and support the members of the service families. In particular, each year they pay for the travelling by the mothers of the missing members of the armed forces from Tyumen and Tyumen region to Moscow region on the occasion of the Day of Remembrance of Undentifies soldiers who died in the Chechen Republic and buried at Bogorodskoye Cemetery (Moscow region).

The celebration of the 70th anniversary of the Great Victory was a significant event of the year 2015. Those who stopped the enemy attacks as well as rear area toilers who secured the needs of the war industry deserve high praise. The care of the Veterans of the Great patriotic War is one of the priorities of the charitable activity of . JSC NPEC Oil Refinery and Regional Non-Profit Organization New Stream. On the occasion of the anniversary of the Victory, material aid was rendered to the Veterans of the Great Patriotic War, Veterans of the Labor, rear area toilers and widows of the dead: necessary household appliances were purchased for 11 veterans (the company will continue to support veterans in 2016).

On the occasion of the 70th anniversary of the Victory Day, the management of the companies decided to sponsor a memorial charitable event “My Grandfather” held by the Military Commissariat of Tyumen region to honor the war veterans. Besides, jointly with the Live Planet (International Environmental Movement), the companies took part in two nation-wide patriotic events: Arctic Expedition and Parade of Flags and Planting of Heroes Birchwood in the Victory Park on Poklonnaya Hill.

The charity activity is not limited by the above mentioned events and includes many good works demonstrating the involvement and kind-heartedness of the Group management. . JSC NPEC Oil Refinery and Regional Non-Profit Organization New Stream is going to continue the charity work and contribute to the quality of life of the population, to support sports, cultural and educational programs and to render targeted social aid to socially handicapped people.
